Regional Disparity of Health and the Health Resource Allocation of the Welfare State

Abstract
It is widely reported that there has been various aspects and impact of regional disparity of health. However, there has been little attempt to improve the consequence of such disparity in Korea. In this study, first, it was examined comparatively that how welfare states responded the disparity in terms of budget reform and risk adjustment for health. Evidence from the welfare states suggested that they increasingly emerged to adopt the prospective models of funding, and the capitation and risk adjustment for health needs. Especially this research also examined the case of British experience from the inverse care law and the policies responding to the challenges of health inequity. The RAWP (Resources Allocation Working Party) established the target resource allocation that based on the formula of health need.
Finally, with discussion on the impact of the RAWP, the study highlights the need for policy reform and the suggestion for more emphasis on intra-regional equity in resource allocation in Korea.
